F. Charles Ruegg was born in San Mateo, California on 14 June 1912. Before joining Pan

American World Airways (Pan Am) in 1940 he spearheaded and managed a number of businesses involving construction, quarrying and sales.

His eleven (11) years of executive experience with Pan Am include positions as Junior Airport Manager for the Pacific Division and Assistant Airport Manager in Honolulu and Suva. In 1942, he was made Senior Representative in Lagos, Nigeria and then Fisherman’s Lake in Liberia where he oversaw the construction and operation of bases during the war years.
